Lottery ticket sales in Georgia apparently haven’t been keeping up with rising tuition costs. That means changes to the state’s HOPE scholarship program. This pioneering state scholarship program relies upon Lottery sales money to provide college and university tuition assistance.

The HOPE scholarship program was established in Georgia in 1993. Of the states to imitate the program, Arkansas is one of the most recent. US Department of Education Deputy Secretary Tony Miller has provided the HOPE scholarship programs in both these states as examples of programs that can positively influence graduation rates. These scholarships, he said, increased continued studies toward a Bachelor’s degree by as much as 10 percent. Another state, West Virginia, is said to have created its Promise scholarship program with a provision that also requires students to take enough credits per semester courses so that they graduate on time.
